I want to make my own recipe my question is what is a good extract recipe as a base for an IPA that i can work off of as far as malt extracts and grains? I will experiment adding hops and other ingredients
 
I would stick to light extract and only a little crystal malt. Maybe enough extract to get you to 1.065 and a half pound of crystal 20-60. With an IPA you want the hops to come through but still have a good malt backbone without being too sweet. Too much crystal will get in the way and no amount of hops will fix it.

edit - look at #74 American IPA in my signature. This IPA turned out great. If I was to do it again I would dial the crystal down to 0.5 lb total and the Munich down to 0.5 lb as well. For extract forget the Munich and go with pale extract.
 
I ran the numbers:

9 lbs Light LME
0.5 lb. Crystal 40

OG: 1.066

If you want DME, use 7 pounds
