I know it's a hijack but I just got my 5 lb tank filled for $5 today! 3 months ago it was $10. It's obviously cash in the pocket deal but I was happy.
Other places charge $18.

Louisiana Dispenser Inc in Metairie. They only do refills M-F from 8-9. I know others who pay $10 there and until today, had only gone once. I don't think he recognized me but the same guy that charged me $10 last time said "$5 will do it" and I didn't ask questions.
My LHBS does exchanges for $20 I think and it looks like Airgas has a number of locations but only exchange.
