How big can a beer get, without serious intervention beyond adding yeast? Can I make a 20% beer? 30? 40? This is purely educational of course, I wouldnt dream of violating any laws...

With commercially available yeasts, you'll top out at 20-22%, and even getting there requires a lot of fuss and babying of the yeast.

Also the laws you're referring to don't specifically regulate alcohol content afaik, rather the means of producing (and especially selling) alcoholic beverages. If you find some mutant freak yeast that will survive and ferment in a 35% alcohol environment, congrats.
