What makes you think it isn't fermenting? Is the airlock not bubbling? Wine does not form a krausen like beer and will just form small co2 bubbles. If you are fermenting the wine in a bucket, it could easily be that the co2 is escaping from the lid and not the airlock. Give it a day or two more and report back.
