I have a recipe for a Belgium Pale Ale and it states:

Mash at 150 degrees for 60 minutes
Mash off to 175 degrees

what does this mean?

then it goes into the hops startind with norther brewer for 60 minutes. is that another 60 minutes, in addition to the mash or during the same time.

Recipe calls for Crisp Marris Otter 90% -9lbs
Briess 2 row Caramel 30L - 1lb.

are these what are Mashed?

Mashing is taking grain (like the Marris Otter) and converting its starches to sugar. Have you only done extract brews before?

Mashing isn't hard, but it does require some additional equipment (at least once you start getting most or all of your fermentables from the grain). Start by reading over www.howtobrew.com, lots of great info in there.
