So I tried doing a full boil last night but could not get 4 - 5 gallons of water to a boil. I thought my burner could do that but I was wrong. Now it got to around 200 degrees for sure but never 212.

Now my question is.... how will this effect my final product??
 
Your IBUs will be lower, but it's tough to say by how much. Isomerization of the alpha acids drops rapidly with temperature. Flavor/aroma won't be impacted.
 
Beer could wind up being a bit cloudy if the proteins haven't had a chance to coagulate out. My first few full batches never reached a rolling boil and the beer came out pretty good, if a bit cloudy.
