I think it looks pretty good, though I personally would sub out the pilsener for 2lbs of Vienna or Munich.

Also, I did an IPA with equal amounts of Cascade and Summit for dry hopping and found the Summit really overpowered the Cascade. Maybe just take that Cascade and toss it in at FO and just dry hop with the Summit.
 
I agree, sub the pilsner for something like Vienna or Munich. Personally, I would up the C40 to 1/2 lb and add the difference (2.0#) in Vienna...but that's just me. I don't think you will be disappointed either way.

I like the hop profile. I prefer a much simpler approach to the malt in a pale ale. I want something with enough character to carry the hops without complicating the overall profile. I tend to go 90-95% Maris Otter and 5-10% C40 or C60. If you use a base malt with more character there is no need to get carried away with specialty grains. Think about it, what do you want from a Pale Ale? Complicated malt profiles or simplicity and a beautiful hop bouquet?
 
agree on the pils sub. If you leave it, you'll need to do a 90 minute boil to drive off the DMS... I dont really see it adding anything, I'd go Vienna or Munich like others suggested, or just remove it and replace it with base malt.
