Fermentation Ending?

My fermentation held a temperature of 66 degrees for about 5 days. Now the temp is falling to about 63-64 degrees. is that a good indication that the fermentetion is ending? Also, say my hydrometer stays at a certian reading for a couple days indicating that fermentation done, is it bad to leave it in for up to 3 total weeks?
 
Wait at least two weeks, then take a hydrometer reading every day for a few days until you know that it has finished. Going to a secondary for a couple weeks will also make it more clear.
 
A stable SG over 3 days tells u the yeast is done with the sugar. Leaving the beer on the yeast cake for 2 weeks will help clean up off flavors caused by the fermentation. 3 weeks in either primary or primary & secondary will lead to a cleaner, clearer beer and less sediment in the bottles. It's best to wait 3 weeks.
