I have a recipe that calls for the following specialty grain:
1 .lb of Crystal 10L

My local home brew store only had the following:
1 .lb of Crushed Crystal Malt Lovibond 60

The clerk told me that I should be able to use the Crushed Crystal Malt 60L, but that I should just use less of it in my batch... She recommended 3 - 4 oz.

Is this correct?

No. It will be a different beer. Probably still good, but different.

Your LHBS seems rather poorly stocked, if you ask me.
 
Post the whole recipe and we can give better advise. I would not say 3-4 oz of c-60 is NOT the same as 1Lb of c-10. I agree that if your LHBS only sells one crystal malt they are a poor source of ingredients and I would question the freshness of the ingredients.
