According to Mr. Malty, you need ~ 1.5 liter starter for a 5 gallon batch at that gravity, so yes, you'll be fine with a 2L flask and intermittent shaking. 2L will be able to handle most of the starters you'll need as long as you aerate well. I've got a post on starter sizes and using the calculator that you may find helpful as well. Let us know if you have any more questions.
