Hi-

I have a pale ale that i bottled last weekend. This week, my apt, which usually sits around 70 F, had a two day stint where it jumped to 83 F. Will this kill the yeast, skunk the beer or have not much effect at all?

If it were in primary, I'd say you might expect a few off flavours, banana/clove maybe depending on the yeast used. Since it's bottled I doubt you'll see much if any change in flavour from getting up to 83. Might want to keep it closer to 70-75, but not a death blow at all. Yeast are ok to 110F (not ideal at all) and UV light is what skunks your beer, so you should be ok there.

You're fine, higher temps do the most damage during the first 4-5 days after pitching the yeast.
 
Prolonged high temperatures can produce some nasty flavors, but I'm talking months around 100F.
