IPA dry hopping problem in secondary

I checked on my IPA today I'm bottling tomorrow and I am worried about this stuff floating on the top. Is it just hop pellet pieces? Or is it yeast floats? Or something worse? I attached two images to this post- any help is appreciated. Also should I be concerned about the bag floating on top? I smelled the air coming out of the top of the air lock after it bubbled it didn't smell hoppy or like beer. I'm worried
