Bubbling means nothing. Could be a continuing fermentation, could be off-gassing. Use your hydrometer to check the gravity against the attenuation range of your yeast.
Three weeks is usually sufficient for ales in the primary. Most of my ale primary ferments are essentially over 48-72 hours from pitching, but then I fancy myself a good yeast manager/wrangler.
