Sure, lots of folks have made them. Here's a simple extract recipe I used on my last one -- you can take out the smoked malt and reduce the ABV a bit if you want to be more true to style.

Recipe Notes:
Mash grain as normal, boil for one hr with DME and Perle hops. Add Cascade hops at 2 min. Better with 2 weeks secondary, preferably at 50' if possible.
Batch Notes:
Tastes very smoky, with a sweet apply aftertaste. Color is light and creamy.
Anyone tried to make one? I got the idea tonight and thought I'd see if anyone had gone there yet.
