Infection?

I thought this might be an infection, now I'm not sure. After some time it did not grow, in fact there is maybe a bit less. Is it possible this is just sediment trapped near the top?

For clarification, this is about 3 weeks into the ferm.
It appears to be white and only shows orange due to the beer color.
It showed up in both carboys, but only a spec or two in the second. (not second ferm, we have two 5 gallons going at once)
It seems to be trapped about 1/2 inch under the surface of the liquid.

I've seen it before, it's still just yeast.

Infections on beers tend to be skins......anything else is usually just yeast, leftover krausen and other floating junk.
