Beer line resistance

I have 10' of 3/16" hose and my regulator's set to 13psi. I thought I read somewhere that 3/16 loses about 3 psi per foot. How is it that my beer still comes out at about a pint in 7 seconds or so. Still seems pretty fast.
 
I have read many posts about line balancing and pressure as well as used all the on-line calcs..Whats weird is on my converted fridge I usually keep the temp at 39 and carb most common beers to 2.6 at 13 psi with the set and forget method. Get this I tap perfectly with 4.5 feet of line. Now the vertical rise is less then one foot but most posts tell people to start with 10 feet and work down. I must have some kind of bizarre set up?
