Brewed a Pale Ale 48 hours ago and I haven't seen anything yet. When do I start to worry? What steps do I take to fix it?

I will wait up to 72 hours for signs of fermentation before repitching. If I find that I have to repitch I'll generally opt for dry sachets to ensure correct pitching numbers for a fast take-off. Try to get your fermenter to around 70F until fermentation begins and then cool it down to low- to mid-60s for the duration of fermentation (depending on yeast strain).

It could be done already. I did a mild last weekend and the majority of the ferment was over in 48 hours. Take a hydrometer reading and check it.
