so I racked a batch of beer about two weeks ago to let it clear before bottling, and it got a white scum on the top of it along with what were a number of large white bubbles that took forever to pop. can I assume that this has gotten the kiss of death and turned to vinegar?
 
You could assume that.

But I would taste it. Acetic acid is fairly noticeable.

And even if so... maybe you like sour beer!

I would just be patient with it.
 
It definitely sounds like a bacterial infection, but it's easy to tell just by tasting. If you sanitize something to draw a sample, you can tell in minutes.
