New to all grain when I put my strike water thru my sparge arm,I have the strike water flowing fast for it to come out for the sprinkler effect but if I do that then my strike water does not last 45 min. Is it ok for the strike water just to trickle out so I can get my 45 min to 60 min sparge.

You actually want your fly sparge to take roughly 45-60 minutes. Most importantly though is that you are able to maintain a water level above the grain by about an inch and do not want the level to drop below the grain surface as this promotes channeling and less efficiency.
