Layered seperation

THis is the second batch thats done this. It appears the trub is not completely flocculating and is getting stuck in suspension in layers. The last batch that did this sat in the primary for 3 months and never cleared. It took a healthy does of poly clar to clear it. I cant do that with this batch because its a wit.

But does anyone know whats causing this? Anyone have any solutions?

Are you certain it isn't just yeast/trub stuck on the sides of the fermenter? Any layering I've seen, the layers are even across the fermenter and have distinct edges.
 
Perhaps, it's a very loose layer if not. I'll sanitize a brush when I get home and see if I can knock some loose.
