How much 2 row do I need to convert 2# flaked wheat?

&

I need a 1.6L starter. Can I smack the pack, let it sit for a few hourse then pour into 1.6l of water in my half gal jug over night? Or will I have to start smaller then decant before stepping up?

Not sure on your first question. I do all-grain so I always have enough enzymatic power.

I've gone from a smack pack to a 1.5l starter no problem. The biggest I've done that with was 2l. Any bigger, and I'll step it up.
 
+1 pouring yeast in water doesn't make a starter. You need some starter wort to put it in so the yeast have some maltose to eat.
 
Woops! Yeah, I meant wort. Sorry, I actually do know what I am doing... for the most part.
