more biscut character victory or biscuit

Which has a stronger biscuit character, biscuit malt or victory malt?
 
Im going with biscuit as a softer breadier character, victory is a nice toasty character. I think i slightly like biscuit more because i think its a bit mellower and breadier, i could change my mind though at some point because all of my recipes have been somewhat complex. Chew some and smell them and decide I think buiscuit is a belgain malt and victory may be american/german not shure but i think that matters also , just like crystal malts, i think there is a big differnce between the nationalities of the same kind of malts like carmel/crystal. I use them when i want some toasty maltyness and just pick between the two really. I would like to know the specific differnce also,even commercially or not.To me they just sound always good in a pale ale.
