Canadian Ale Question

Hey all, I'm about to do up my second ale, a Canadian ale by True Brew. My question concerns the hop pellets in the kit. The instructions are not too clear. I received 2 pouches of hop pellets, but the instructions say to to add the pellets at the beginning of the boil, but don't specify whether to use both at the beginning or use one at the beginning, or one at the end (aroma)? What would you guys do?????
