Can one "build" their own commercial-like vapor exhaust? I'm talking about the hood itself. I know you can hook it up to an fan with proper CFM's and vent it outside.

Do they have to be stainless steel or can they be an HVAC grade steel?
 
Plenty of cheap commercial hoods are made from galvanized steel. However, most condensate hoods (water vapor hoods) are SS due to the rust factor. If you build it yourself, google search hood manufacturers and take a look at some designs before you start. Try not to place your exhaust manifold on the side of your hood, due to crappy exhaust/capture efficiencies.
 
Commercial vents are mostly mushroom fans that also have fire dampers in the duct. I know how to build it, and it's a pain in the butt. Also the fan can suck all the air out building, and that can cause problems if their is no make up air.
