54 should be fine. I have done brews with DP lower than 54 with no issues.

Have not used starsan for years. I use sodium percarbonate for sanitizing. I always squeeze the bag. Use water out the tap. Have yet to have a failure. All beers turn out great.

A single bed electric blanket wrapped around fermenter could work. I think they use about 50W. Used to use one quite successfully before I had temp controlled fridge for fermentation.

I use 1.5 tablespoons per gallon. If left to dry I also get white powder.
