I have to say high alcohol beers like a tripple, do take a bit more over time to carb. My barley wine was almost up to 20 psi at 35 degrees at the end of the 5 gallon keg.
The only thing I can think of is as the liquid lowers it takes more pressure to keep up to carb up to specs.

I know some rubber trash cans are ideal, but what have you all used when traveling and can not use a fridge?

Pool water is free, tap cost money. Actually it is the sewer charge. People without water wells will pay plenty for cold water running for an hour at a time.
I am using a 2 regulator system. I have one running to the fridge at 5-7psi and one to kegs outside the fridge at 22-27psi.
Since the temps are 35 inside the fridge and 68 outside, I need the dual to keep the volumes the same. I can set 3 in the fridge and 4 outside, and set it and forget it.
Yeah, that does suck, but you can't ship compressed gas by most shipping companies, I am surprised they do not state the word "Empty" on their site.
