Burton Ale yeast slow to start?

This is my first time using this strain, I did not do a starter as the OG was lower than 1.060. It has been in the fermentor since 11/03 8:30 pm. So about 36 hours. I have had no noticeable activity as of yet. I did use yeast fuel, and although not aerated, while transferring to the carboy it got about 1.5 inch of "head" from the natural aeration. Not sure what to do now. :confused:

Fermentor temp is 66-70 degrees
