I say go with a bitter. Keep it simple, and have fun. Us-04 is a good dry yeast for a bitter. Mangrove jacks burton union is even better if its available to you.

If its thoroughly washed, oxyclean or pbw preferably and hrooughly rinsed I wouldn't worry about it. As long as it has no physical grime or gunk and is indeed clean. Just use any sanitizer before use and it will take care of anything else
My favorite way to increase abv is to add more malts. Your main concern with this beer should be how to balance the sweetness of the malt without hops, what are you using?

Yea I've never seen a dry Brett strain. You could try adding some type of simpe sugar like say a half pound of cane sugar. It will up your ravity a few points but should restart ferm and it should end a couple points under what it was
