Is it possible to use allgrain kits for biab,i plan on doing a 3 gallon batch.Iam guessing you have to scale down your grain bill but what about the hops, do you have to scale those down also?

I"am about ready to brew a midwest english pale ale,I have seen guys cold ferment this beer,Is it really nessasary to do this for an english ale,Will it taste any better?
1 brewed a red irish ale last week and kegged it,When i poured my first glass i had a really nice head, but had some larger bubbles on top of the head, thought maybe i had a little to much co2 on it.
I plan on zesting some fruit in my american wheat kit.At what point do you add this in and for how long,how much do you add,i would like to use either tangerines or oranges.
