What time of year is best for cutting rhizomes and trimming the root ball?

Even if he used a full pound of Citra at $30 and $20 for grain, AND only got 20 12oz bottles (slightly less than 2 gal), it'd cost $2.50 per bottle. That seems like a great ROI to me! Plus, can you really put a dollar amount on something you enjoy? [/cheesiness]

I'm in the middle of CT and nothing coming up for me yet. I've got 6yr old Cascades that always do great for me, and 2yr old (this season) Magnum and Columbus. When is the right time to dig and cut up rhizomes or trim an unruly rootball?

For those of you who got Bug County earlier this month, what is the propagation date on the vial? The description for it on Love2Brew says it changes every calendar year but hasn't been updated since 2014. I'm wondering what's different with 2015 or 2016.
