Well, I eventually gave up balancing this way. I ended up using methods available online to calculate the necessary CO2 pressure.
I think you would only need the line-balancing tool, if you needed two significantly different pressures for two beers fed from the same CO2 cylinder.

I took the whole thing apart and put it back together and can now get flow through it. I am not sure what the deal was with it, maybe the o-ring was covering the outlet holes.

I bought this device: http://www.micromatic.com/draft-keg-beer/ez-balance-pid-802991KS.html from micromatic. I assumed it would be an easy way to balance my line on the fly by varying the pressure to the tap. I hooked it up and ... no flow.
Has anybody else tried this device with success?
