Default Leaves Splitting

This or something similar probably been posted before, but couldn't find it. My fuggles are slowly taking off, most bines are less than a foot, but one is approaching two and is climbing up the twine. Every leaf on the highest bine, including the ones that are just coming out are split in numerous places. The leaves on all of the smaller bines are healthy looking with no major defects. Overall the plant looks health, but just wondering why the leaves might be splitting so badly.

Definitely insect damage, deer rip the whole leaf off.

I guess it's time for insecticide. Any thoughts as to why they are only attacking the higher leaves?
