Is there any way I can brew an Oktoberfest or Marzen but ale style, as I do not have the capabilities for lagering.
 
Sure. It won't nearly have the smooth character that's characteristic of lagers, but you'll mostly get the right flavors (depending on the yeast) just more in your face. To get as close as possible, I would recommend fermenting as cool as you possibly can to minimize the generation of off flavors.
 
I just brewed an oktoberfest as an ale, turned out great. But as said before lower the temp, the better! Best of luck!
