Default Steeping hops

When is this done? The recipe calls for a 1/4 oz of hops to be steeped but doesn't say when, just says hop additions made as stated above. On the ingredients list has 3 oz at 60 minutes, 1/2 oz at 10 minutes, 1/2 oz steep and then 1/4 dry hop in secondary. Thoroughly confused by this one, will probably make sense after answered.

The steeping hops go in the boil at flame out. Usually they are called "0 minute" hops, or a knockout or flame out addition. You add them, turn off the heat, and begin to cool the wort.
