ummm dried citrus!, no seriously, dried orange peel works pretty well for my "blue moon" clones that I create. But in order to not just get the aroma, treat it like a hop and add it with your flavor hops. I guess it would really depend on what style of brew you are doing, it will probably take a couple batches worth of experimentation, but it's probably a 30 minute adjunct for enough flavor to actually penetrate your brew.

I make no guarantees, but I also don't "very often" make bad beer either !

Also, your yeast choice effects the citrus "nodes" in a brew as well as the hops!
 
Magnum hops have a strong grapefruit taste to me. Like yellow grapefruit, not ruby red.
Pioneer hops has citrus notes, more balanced.
Sorachi Ace hops is lemony, both in aroma and taste.
Citra hops has a variety of citrus and tropical fruit notes.
Admiral hops have an orange taste to me.
Cascade for sure like Rukus said. Great all-purpose hop.

And like Clubbinaz said, dried citrus can add quite a bit too.
