Boil volume question? When an extract kit recipe calls for a 5 gallon boil is it ok to do a 3 g alon boil and do everything the same then just top it off when it is in the fermenter

most extract kits say to boil a minimum of 2 gallons, but more if you can.
i used to boil 3 gallons and top off, then i switched to full boils and didnt notice a difference.
people will tell you that it messes with hop utilization, but in my experience its negligible.
