Default 6-row in an extract recipe?

Recently came across a recipe that called for 1 lb of 6-row for extract methods. Said only to steep.

Is this correct?

I thought that 6-row must be mashed...

Sounds weird to me - not sure what it would add. Whats the whole recipe ???

6 Row Barley does indeed need to be mashed.
