It looks like a roof was built over that spot. Might be looking at the pictures wrong... I do hope they put in better drainage...

Ya' know, I could be wrong here, but I am going to give the guy the benifit of the doubt taht somewhere along planning the location of the grill, the masonry in-fill of the property wall, the lighting, and the plumbing. The thought had occured to him to correct for drainage.
