Yeast Starter Problems?

My question is two fold:

1) I completely flaked on the water for my started today. I had my bottled spring water right there and for some reason measured out 2 pints of tap water which I boiled with my DME. Is that going to have any effect on the flavor of the beer? Should I go out and buy more yeast and start over?

2) I thought I smacked my Wyeast pack properly because the pack did expand a bit. When I went to pitch I noticed that the the smack pack didn't burst. Will this have any effect on cell count?
 
#1 - No worries. It will be just fine, especially if you let it settle and decant before pitching, but it will be fine anyway.

#2 - Never used Wyeast, so I can't help you.
