Last year around this time, I brought 6 Wyeast Activator packs in my checked luggage along with two ice packs. They did search my bag in the States before I left, but that was because I also had an electrical transformer in my bag. I also had about 12 oz of hop plugs, a butterfly capper, auto siphon and some other stuff I can't remember. And they didn't say anything about any of it, let it all through.

Activator packs are > 3 ounces and cannot be carried on.

yup I do it all the time. Checked luggage only though. It'll get tossed if they find it on your carry on

To be fair, the foil pouch would make an excellent discrete container for liquid explosives. But the chances of that happening are slim to none.
