The way I learned it, first world was a country aligned with NATO, second world was a country aligned with the Warsaw Pact, and third world was a country not aligned with either.

Since there's no Warsaw Pact anymore, it's not a valid term.

Basically, Rhumbline is correct. I remember learning in school that it was based on industrialization and standard of living, but really it was related to a country's stance in the Cold War. 1st World was the democratic/capitalist countries (US, Western Europe, Japan, etc.). 2nd World was communist/socialist (USSR, Cuba, NK, etc.). 3rd World was everyone else.

Because it is sooooooooo much more effort to say "He gave me a new sweater as a gift"... people are just getting lazier and lazier with taking shortcuts to reduce the amount of words they have to say

I am not exactly sure myself. I never really ran across it until I started contracting with the government. Methinks it is someones way of expressing that something is not cool only with extra emphasis. I will have to ask some of the offenders I work with.
