this is my first yeast starter. its a 1000 ml and i used wyeast, this picture is about 24 hours after i finished it. i plan on using it today. i did everything according to my instructions and i even stirred it occasionally but i haven't seen much activity. is there a way to tell if it is still ok to use?

It looks like there's still quite a bit of it in suspension. I'd say you're good to go to use it. High kreusen may have already come and gone and that is why you haven't seen much activity.
 
Looks ok to me. Most starters I've made I've never seen any activity..
You could take a gravity reading.
 
There's still quite a bit o yeast in suspension, hence the layering you are seeing, cold crash it if you have time and decant, otherwise shake it up and pitch it when ready.
