For some reason it appears the beer in my keg has lost carbonation (possibly a leaky keg) which explains my foaming problem. Will it recarbonate if I repressurize my keg with CO2 and verify I have no leaks?
 
Yes, it will carb up just fine. Double-check the poppet valves, I've found kegs that hold pressure at room temperature will sometimes leak once they are chilled.
