I am new to home brewing and this is my first post. I have brewed 4 batches so far and now want to attempt to brew a double ipa. I went to our local home brew shop and the only kit they had was the whiteley (have never used them before). After reading the instructions i have some questions that hopefully can be answered. Should i add the recommended hops all at once (i read somewhere that it is better to continuously add the hops throughout the boil, a little at a time). Also i read it is helpful to add regular table sugar to the boil, if so when and how should i do it.

It all depends on what your trying to do. These things will give you a different beer but not necessarily better.

Adding extra sugar will add extra alcohol without the extra malt flavor.
The longer you boil hops the more bitter you get. So continuously hopping plays with that a bit. Some claim its a more rounded hop flavor.

Its really a matter of taste. Both beers will be good.
