I'm brewing my first ipa and i plan using a secondary fermenter. When should I rack it to the secondary? The primary is bubbling about 1 time per minute right now (7 days in). I also plan on dry hoping in the secondary. I know I shouldn't dry hop too long or you get a grassy flavor. Can I rack it now, wait a few days, and then throw the hops in the secondary?
 
You should wait until fermentation is complete and most of the yeast falls. Id wait another week.
 
You don't even need to move the beer. You can let it ferment until it reaches final gravity and dry hop right in the primary. If the beer is already at final gravity before you dry hop you don't have to worry that fermentation will carry away the aroma of the dry hops and when you think it has had enough time you can bottle.

By leaving the beer in the primary you avoid the opportunity of getting an infected batch or oxidation from moving the beer. The yeast settles out even better without being moved, just be careful when you rack to the bottling bucket and you'll leave the yeast and trub behind.
