When do you add wood chips to your IPA?

I am brewing my first IPA right now, literally:) The damn directions don't mention anything about the wood chips I have in front of me.

- Ferment in primary for three weeks
- Boil chips in a cup of water for 5-7 minutes
- Put wood chips in secondary carboy with water
- Rack beer on top of wood chips and age for two weeks

This is what I did with my last batch. You can take a sample of the beer after a week in secondary and see how the oak flavor is. I chose to give it 2 weeks and the beer is delicious.

No problem, I'm surprised nobody else chimed in. Some people use liquor and soak the chips over night before pitching into secondary.
