What's the name of this tank that hold hops and the beer is pumped through?

I am just wondering what is the term to use when referring to this tank?

When is the beer pumped through it? After fermentation, right?
Or right before chilling?

I've only ever heard of it referred to as a hop rocket but they might be just a blichmann term. Right before chilling.
 
Everyone is right. That's Sierra Nevadas, they call it the Torpedo, and named the beer after it. Blichman sells a home brew scale one as Hop Rocket. Generic term is hopback.
 
Since this is used after boil & prior to chilling.... On a homebrew scale, are using a hopback and adding hops at flame-out ideally the same? Do you get more hop characteristics from a hopback than just simply adding hops at flame-out? Thanks.
