it's perfectly fine. it's a fermentation ring. the beer ferments and leaves a ring where it was.

Probably just krausen residue. If it doesn't smell bad or taste bad it is probably good.

I would just leave it where it's at, there's plenty of yeasties in the cider to finish the job.
