Here is a really simple pale/ipa hybrid i did recently that would work well with the hops you have. It turned out really nicely. It is a clone of Hair of the Dog Ruth. just sub a little centennial for some amarillo and the cascade. I would include centennial at the end because it has nice aroma.
I brewed this all grain with Pilsner malt, but here is a conversion for extract:
1.059 OG and I had FG of 1.016.
9lbs of pale extract (use the lightest you can get)
0.25 oz Cascade [6.00 %] (75 min) Hops 6.1 IBU
0.75 oz Amarillo [9.00 %] (60 min) Hops 27.5 IBU
1.00 oz Amarillo [9.00 %] (30 min) Hops 18.7 IBU
1.50 oz Amarillo [9.00 %] (0 min) (Aroma Hop-Steep) Hops -
1 Pkgs Scottish Ale (Wyeast Labs #1728) [Starter 1000 ml] Yeast-Ale
I left this in primary for 21 days then bottled.
