So I don't normally rack to secondary but I'm gonna dry hop this IPA recipe and decided yesterday to rack and wash yeast. I'm 8 days into fermentation. Checking on the brew today i find this. White spots floating. Yesterday's gravity check showed great progress and it's doing well so I know there is plenty of alcohol present to keep back most troubles. So what can this be? Just co2?

Yes its fine just yeast rafts.Or co2. That looks like you have a lot of headspace in there, though.

Had this in my secondary. Also with much too much headspace. Just like stale CO2 bubbles sitting on the surface. They dont pop because of the CO2 cap/air pressure.
